The intent was to provide better overseas service at a lower cost and to reduce duplication from among so many and varied forms of overseas representation.

"The Royal Commission on Criminal Justice" was set up in March 1991 with the primary task of recommending changes to the criminal justice system to prevent further miscarriages of justice.
