D. dissertation in economics at the University of California, Davis, was undertaken during the two years I spent in Hong Kong - the first (1970/71) on a University of California teaching and research fellowship, the second (1971/ 72) as a member of the economics faculty of the University of Hong Kong. My deepest appreciation and thanks go to Professors Andrzej Brzeski and Bruce Glassburner of the University of California, Davis, and Professor Chalmers Johnson of the University of California, Berkeley, who served as members of my dissertation committee, für their guidance, encouragement and criticism of the study. My debt to Professors Brzeski and Glassburner actually goes beyond their contribution to this study, it is the debt which every student owes his teachers. While I have tried to do justice to their guidance, the responsibility für the imperfections which remain is entirely my own.
