ISIS emerged out of political conflicts in the Middle East caused by divisions within Middle Eastern countries and the intervention of foreign nations such as the US. It should therefore be the main priority to solve these problems but this is impossible if the countries in the Middle East that want democracy, Russia, and the West don't work together.
