However, both commercial and defense space sectors are becoming increasingly dependent on foreign entities for that access. Globalization in the spacelift industry has resulted in outsourcing of flight critical hardware and the emergence of international launch consortia. Further, foreign entities have begun to challenge the U.S. both commercially and diplomatically. This paper addresses the impact to U.S. national and economic security if a foreign entity uses U.S. dependence as leverage to gain political, military or economic advantage. The paper focuses on the instruments available and the propensity of foreign entities to influence U.S. policy. A review of current trends in globalization of spacelift services is provided as well as an analysis of current U.S. commercial and military reliance on foreign entities for space launch components and services. Coercion and soft balancing scenarios are discussed as possible tools of leverage against the U.S. government or commercial space provider. Next, intentions of foreign space entities with respect to gaining space superiority and market share are discussed. Having described U.S. reliance and possible tools to exert leverage, the paper addresses the economic, military, and other intangible impacts and concludes that reliance on foreign entities is a critical vulnerability to U.S. access to space and a significant economic threat to U.S. commercial space dominance. To minimize the impact of potential leveraging, the author recommends the U.S. pursue industrial capabilities and economic incentives to assure unrestricted assess to space in the future.
