Excerpt from Essays on State Medicine So many Parliamentary inquiries have been lately instituted, and so many measures have been proposed, on subjects relating to the Public Health, and affecting either the agency of the Medical Profession for State purposes or the qualification of its members, - and the importance of these matters has become so generally acknowledged, - that any one who has thought much on them may, perhaps, be excused for endeavouring to reduce to some degree of order this Excerpt from Essays on State Medicine So many Parliamentary inquiries have been lately instituted, and so many measures have been proposed, on subjects relating to the Public Health, and affecting either the agency of the Medical Profession for State purposes or the qualification of its members, - and the importance of these matters has become so generally acknowledged, - that any one who has thought much on them may, perhaps, be excused for endeavouring to reduce to some degree of order this accumulating mass of materials. Parliament is now called upon to legislate respecting medical education and organization. It is required not only to constitute suitable authorities, central and local, for regulating sanitary measures, but also to define the localities to which such measures are to be applied. It is asked to enact special hygienic laws (for instance, on public vaccination); - to regulate trades and occupations, with reference to the health both of the community and of the operatives; - to prevent the adulteration of food and drugs; - to arrest the sale of poisons; - to regulate the practice of pharmacy; and to carry into effect certain reforms in the administration of medical relief to the poorer classes. There are Bills and Committees almost without end for these objects; - but, strange to say, they are treated as perfectly independent questions, and as having no connexion with each other, nor any common aims or bearings; while special sanitary regulations are to be enacted before any competent authorities have been constituted for carrying them into execution.
