Like alchemists, both colonial and contemporary policy-makers worked under the unproved assumption that the rural population had a chronic credit thirst, and they succeeded in establishing a remarkable variety of viable and sustainable microfinance institutions. Present-day BPR systems reveal some marked differences compared to mainstream microfinance: Most BPR have been set up and funded almost exclusively by domestic sources, they have mobilized savings actively right from the beginning, and, in general, public BPR outperform private ones.While donor-financed microfinance initiatives tend to follow a high-cost low-mortality approach (K-strategy), Indonesia pursued a low-cost trial-and-error approach, accepting a higher mortality rate (r-strategy) when establishing the BPR.
